Ahead of a decisive European Council, the Party of European Socialists (PES) convened its Heads of State and Government, progressive Commissioners and senior representatives, together with progressive partners from the Western Balkans, for a high-level preparation meeting in Brussels.
The meeting took place amid profound political and geopolitical pressure on Europe. Across the continent and the globe, the continuous growth of the far right and their damaging political influence are weakening long-standing pro-European cooperation, climate and environmental ambitions, and roll back essential social safeguards. PES leaders stressed that these developments strike at the heart of the European project, its values, and the future Europe must defend. In response, PES leaders underlined that Europe can only deliver security, prosperity and democratic resilience if it acts together — with unity of purpose, clarity of direction and a shared sense of responsibility.
At the same time, Europe faces major external challenges. Russia’s war of aggression against Ukraine remains deeply concerning. PES leaders reiterated that Europe must stand firm in its unwavering support for Ukraine, underlining the need for continued, coordinated and effective European action.
Discussions also addressed the situation in the Middle East, where continued breaches of the ceasefire and the appalling humanitarian conditions demand a strong, united and principled European response. PES leaders underlined Europe’s responsibility to uphold the ceasefire, protect civilians and actively contribute to a credible path back to the two-state solution.
These exchanges took place as Europe marks one year since António Costa assumed the presidency of the European Council. PES leaders underlined the importance of experienced, unifying leadership in guiding the Union through the war on the continent, geopolitical instability, and decisive choices for Europe’s future.
On Europe’s external economic relations, PES leaders underlined that, in an increasingly competitive global environment, Europe needs strong and reliable allies. Strengthening trade and cooperation with partners such as the Latin American and Caribbean region, including through frameworks like EU–Mercosur, is key to reinforcing multilateralism and Europe’s strategic autonomy.

PES President Stefan Löfven stressed that Europe is facing a defining moment:
“This European Council takes place at a decisive moment for Europe. In a context of geopolitical instability, war on our continent and growing pressure on our democracies, Europe must act with unity, clarity and responsibility. One year into António Costa’s mandate as President of the European Council, his leadership has helped keep Europe focused on dialogue, cohesion and concrete results. Progressives are united in strengthening support to Ukraine, advancing a just path to peace in the Middle East, and securing a fair MFF that equips Europe for the challenges ahead.”

The meeting also focused on key policy priorities for the European Council. On financing, PES leaders underlined the need for an ambitious long-term EU budget. The next Multiannual Financial Framework (MFF) must continue to support the core pillars of the European project — cohesion, agriculture and the social policies— while addressing new priorities linked to the green and digital transitions, competitiveness and security. Leaders stressed that Europe cannot continue to do more with less and that responsible decisions, including on own resources, are required.
On the political front, PES leaders reaffirmed their commitment to advancing EU enlargement as both a core element of the Union’s identity and a geostrategic imperative for stability and security across the continent. Progressive partners from the Western Balkans took part in the meeting, underlining the importance of sustained dialogue and cooperation with the region.
Building on the momentum of the recent PES Congress, leaders reaffirmed their determination to advance the next phase of Global Progressive Mobilisation, translating shared values into coordinated political action in Europe and beyond. PES leaders stressed that, at this critical juncture, Europe must mobilise decisively to defend democracy, social justice and the rule of law.
PES Secretary General Giacomo Filibeck highlighted the momentum towards Global Progressive Mobilisation:
“Our recent PES Congress was a genuine success thanks to the commitment of our entire political family. More importantly, it marked a decisive step towards a Global Progressive Mobilisation, building on the strength of our movement and our shared values. We are now turning that momentum into concrete action, together with progressive partners in Europe and beyond.”

The PES leadership stressed that the challenges facing Europe require unity, determination and political courage. At this critical juncture, progressives stand united — stronger together in defending democracy, reinforcing Europe’s resilience and shaping a fairer future for the Union.
