Deliberately bombarding and attacking civilian areas and infrastructure, the use of cluster bombs and so-called vacuum bombs – these constitute war crimes and must be fully investigated. Those responsible in the Russian regime must be brought to justice, the Foreign Policy Network of the Party of European Socialists said today.
